144-hour rule: Arrive to Shanghai and departure from Nanjing?

I am a citizen of Russia. Can I arrive to Shanghai airport, apply for the 144-hour stay permit travel around Shanghai, Jiangsu, and Zhejiang areas and departure from Hangzhou or Nanjing airports before 144 hours expire?
