as a tourist visa can i work as maid in beijing?

I know filipinas living in beijing working as nanny and maid.. Their salary  is about 7000 yuan each. My question is, are they legal to work in beijing , as far as i know they just toured in china. And recently their cousin just arrived in beijing to work with them. What will be their status?

Actually, according to my search, most of them are working in China through agencies and work on an M or L type. This is illegal. Any if they don't exit and reenter every few months, perhaps they have overstayed in China.
