E-cigarettes

I've been carrying an e-cigarette along on several flights in my hand luggage witout any problems and was even allowed to use the device after security check in at the gate.

But today 5 July leaving from Nanyaun Airport Beijing for a domestic flight I had to dispose of the few cc of oil in the device.

Is there any clear rule about e-cigarettes, using them at the boarding gates and the oil they contain ?

The rule states that any kind of cigarette is forbbiden to use on the airplane, including e-cigarettes. When passing the security check, the oil should be tested and sealed.
