Can I apply for a 24 hours or 72 hours visa?

I will go to Jakarta to travel. But I already booked my flight from Shanghai to the Netherlands.
So my question is; Can I apply for a 24 hours direct transit or 72 free transit at the border of Shanghai Pudong airport. I will fly from Jakarta to Shanghai and from Shanghai to the Netherlands, probably on the same day. The only concern is; It's not a transit flight because I booked the tickets independently of each other. And the flights are also with different airlines.
