how to apply for business visa

Dear sir, i need to apply the china business M type (double entry) to visit to the one of the supplier in china. i already have the company invitation letter. some people said i need to get the government letter from china. whats its mean? who issued this letter?
i applied to visit entry permit in February and i got the entry permit but i did not travel to china. now that entry permit expired.
