For someone who comes into china with a student X type then later leaves his studies and the school he is associated with notifies the PSB that he is no longer with them; can he still obtain another entry permit in a different school without having to leave China?

Trevor, if you apply for a tourist L type after the student X type expires, it’s possible for you to apply for another student X type in PRC. But you may just have 30 days, it will be risk.
Actually, you are advised to change your residence permit if you want to change a school. It will be more convenient and easier. If you want to change school, you need to ask for a dropout certificate, and then along with the admission notice, JW form, and your passport, valid temporary residence registration form, the application form, and a passport-style photo, go to the local PSB where the new school is located in to change your residence permit.

So what you're saying is, even after the visa in school A gets cancelled, school B can help secure a different residence permit without the student having to leave China?
P.s: it's not a case of visa expiration, but that of Cancellation.
