About:Shanghai Pudong Airport

Is it possible to get a temporary driving licence in Shanghai airports?

as it is possible to do so in Beijing Capital, terminal 3.

No, you cannot get the driving license in ether of the airports. You can only get that by passing several tests, and that may take some time. If you need a car to somewhere, I suggest you rent vehicles with drivers.
