About:72-Hour Visa-Free Transit

Would like to confirm my plans

I am considering making the following travel plans. I do NOT have a China visa.

I am a US citizen traveling from
* Singapore to Beijing on Singapore Airlines (arrive 1-Jul at 23:00),
* Beijing to San Francisco on United Airlines (depart 3-Jul at 12:00)

I would like to take a private tour on 7/2 to Tian’anmen Square, Forbidden City & Great Wall at Mutianyu.

To get the 72hr free transit, *please confirm* that I only have to:
- let the Singapore Airlines know of my desire to get a 72hr free transit when I check-in in Singapore (or is it better to apply upon arrival? If the latter - where do I apply in the airport?)
- Go through the special lane at Immigration
- Do I have to go to a local police station within 24 hours of arrival since I'm staying more than 24hrs, but less than 72hrs?
- depart as scheduled.

You can use the 72h free transit .
If you stay in a hotel in Beijing, the hotel staff will do the registration at the police for you.

Separately I asked my question to a travel agency our company sometimes uses. I got the following:

"The 72 hour “Transit Without entry permit” scheme must include departing from PRC and going to a 3rd country before returning to the USA so the scenario below would *not* apply.

You may, as a US Passport holder, go from USA to Singapore onto PRC then a third country and then show return to USA and take advantage of the Transit Without entry permit scheme."

This conflicting information at a late time period means I'm not going to take a chance and get stuck in the airport. I'll go to Beijing another time and with more advanced planning.
