About:China Visa on Arrival

Can I get a voa at Shanghai airport?

I'm flying to China Shanghai airport on Sunday from Abu Dhabi. I want to surprise my friend who is a Chinese citizen. We then will fly back to Abu Dhabi on Tuesday. I'm a British citizen residing in Abu Dhabi.

David, you cannot get VOA at Shanghai airport because it is only issued to those who enter PRC under emergency circumstances. You should apply for a tourist L type ahead of your journey, while it is not preferable.
If you can make a transfer in HK/Macau before you arrive in Shanghai, or after you leave Shanghai, you can enjoy the free transit in Shanghai. I mean you fly like this: Abu Dhabi-HK/Macau-Shanghai- Abu Dhabi, or Abu Dhabi-Shanghai-HK/Macau- Abu Dhabi. In this case, the 72 hour free transit will be applicable to your travel. No entry permit will be required.
