About:Transfer in T3 of Beijing Capital Airport

I'll fly from Chengdu to Beijing via China Air. I'll then fly to San Francisco via United Airlines.

Since they are different airlines, will I need to get my checked luggage at baggage claim and check it in at the United Airlines counter? If so, how much time will that take as my layover is only 120 minutes.

Yes, you need to claim your luggage at PEK. The minimum connection time is 120 minutes. Hurry up and you can catch the flight. Good luck! :)

Shouldn't you be able to check your luggages through to SFA?
