Question

I have all the papers necessary for applying for a visit to China as a tourist.  Can I mail the necessary papers to the Chinese Embassy to obtain a touristL type.  If so, where?

Norm, you cannot mail the application to the consulate general. You should go there in person to submit the application or entrust someone to do it for you.
