Can I apply for temporary permit visa?

Hello, I am a Thailand passport holder. I am making my way to Bangkok from Wellington via Shanghai. Layover is approximately 15 hours. The same goes for return flight as well, the layover is 15 hours. I am just wondering whether I would need a visa G type (Double) or temporary permit visa. And how much is the temporary permit visa and visa G type in New Zealand.

No, you don’t need to apply for the transit G type or any other type because you are able to use the 24 hour direct transit for both legs of your trip.
