About:China Transit Visa

Kirgistan to Pakistan in 10 days?

Hi! Does that mean, that I can apply for this transit visa for $30 (I'm not an American) and will have 10 days to go from Kirgistan to Pakistan, if only I will have my bus ticket bought before I apply?
