About:Shanghai Transportation by Air

I have a 4 hour 15 minute layoff in Shanghai before getting my China Eastern flight to Singapore.

Will I have time to take the train to the city center and spend a quick hour there and come back for my flight?

Well, to be honest, your stopover is too short. You don't have enough time to go to downtown area and tour around the city. Thus, it's better for you to stay at the airport. There are several local foods and fast food restaurants inside terminal building. You can eat food, take some rest and wait for the next plane.
