Apply for Chinese double-entry visa as non-New Zealand passport holder: possible in Christchurch?

Good day,
Where can I lodge my application in NZ if I am a resident from the Netherlands? Should I go to Wellington or is this also possible in Christchurch? Our flight departs from Christchurch, so this would be much more convenient. On the consulate website, I saw something about the possibility to also lodge your application in Christchurch, but I am not sure. Would this also be possible for a double-entry one?

Thank you very much.
