is it possible to get z visa while i am in china with tourist L type?

Ru, it is possible for you to convert tourist L type to work Z type at the exit and entry administration of the local PSB, but it’s not easy. If possible, you’d better apply for a work Z type in your home country.1

To get a China work Z type, it is quite complicated. Many documents are required. You cannot get the residence permit for work directly in China mainland. You have to go to HK or your home country to get a Z type with necessary official documents, namely, Employment license and Z type notification letter.1
