Generally, hotels there are not in great need, so personally it is fine to check in on the spot instead of booking in advance. And I happen to know several hotels for your reference:
1. Batanbulak Hotel near local primary school, Hejing Town.
2. White Swan Hotel
3. Grassland Holiday Hotel near the Swan Lake Scenic Area.

Even the Lonely Planet guide is pretty useless when it comes to coverage on Xinjiang. Do I need a permit to enter the park please ? I heard hotels may not take in foreigners. Thanks again!

Well, I searched on the Internet. The contact number of the Grassland Holiday Hotel is 0996-5350881. You can try to dial it and contact with the hotel staff. As I know, this hotel accepts foreign people. And you don't need to apply for the permit to enter that park. :)
