Can a mainland China national holding a Chinese passport enter Macau from Malaysia without a visa ?

If you have a valid entry permit or residence permit for Malaysia, you can travel to Macau without an entry permit.

What if I have Taiwan resident certificate (Vietnamese passport) ? Can I too apply for VOA?

Even though you have Taiwan residence permit, you cannot apply for VOA to Macau.
