Indian passport holders can enjoy free entry to HK for a stay of no more than 14 days, so you can go to HK without entry permit. You just need to take your passport, the tourist L type to mainland PRC, hotel reservation and enough travel fees.
As for Shenzhen, if you go there for sightseeing purpose, a double-entry tourist L type is needed. You should first prepare your passport and copy of its data page, the application form attached with a passport-style photo, round trip air tickets and hotel reservation. And then submit your application to the CVASC to apply for it.
