Stop over to Guangzhou, China from US to Philippines ( itinerary) - Do we need transit visa?

Hi, My husband and my daughter from the Philippines will be travelling to the US through China Southern Airlines, the agency booked them to have a stop over in Guangzhou for 5 hrs 25 minutes waiting time. Do they need a transit permit?
