About:72-Hour Visa-Free Transit

information about visa requirements for transiting in Beijing

I am a US citizen. My husband and I have a layover in Beijing for 98 hrs on our way to Thailand. Can I use the 72 hr free transit for that? Do I obtain that when I land or before I leave.
My husband is a Green Card holder with a Dominican Republic Passport, I assume we have to apply for his at the consulate prior, correct?
All of the information is very confusing, and I have tried to call the embassy multiple times and no one answers or the line is busy. Thank you so much for your help!

Well as the name said, the 72h twov is just for 72h not 98.
In your case you both have to apply for a chinese tourist L type.
