144 h free visa

German national travelling from Dubai to Shanghai. arrives at Pu Dong International on 17 April at 0330pm and departs same airport at Pu Dong International back to Dubai on 20 APRIL 1205AM. Is he eligible for 144 h free visa? Kindly advice... Thank you!

Dear anna, according to the policy, travelers who hold an onward ticket with a confirmed seat and date as well as a valid visa to a third country are qualified for 144-Hour Visa-Free Transit. Since you fly from Dubai to Shanghai and then back to Dubai, you are not eligible for this policy and need to apply for the visa in advance.
