Does the invitation letter from the employer help to apply Z visa?

I am from Myanmar. One of my friends was working in China close to Myanmar border area. Now he wants to apply Z type using the invitation letter from the factory employer. Does he still need the Foreginers Employment Permit to apply Z type for that factories? Or Any other better suggestions to apply the work Z type from Myanmar?

Aa Nway, an invitation letter from the factory employer is not sufficient for him to apply for the work Z type. His employer must get the alien employment permit and invitation letter of a duly authorized unit for him. And then he can use the two documents and other required materials to apply for it.
