our company want to invite a France citizen to China for business travel with Multi-Entry with 12-Month Validity ( he now works for our sister company in Israel), do we need Chinese authorities to issue to the invitation letter to him ? or one invitation letter issued by our company is ok ?

Gaby, as far as I know, the invitation letter of a duly authorized unit in PRC is not required. An invitation letter from yoru company is okay!
