Do we need Chinese authorities to issue invitation letter to invite France citizen to China ?

our company want to invite a France citizen to China for business travel with Multi-Entry with 12-Month Validity ( he now works for our sister company in Israel), do we need Chinese authorities to issue to the invitation letter to him ? or one invitation letter issued by our company is ok ?
