Minimum Transfer time at Fuzhou Airport.

We are planning to go to Taipeh, Taiwan via FOC, we will only have 1 hour transit time between the flights. Is it possible when you arrive from HKG with Dragonair to go straight to Transit or do you need to go through Immigration first? (We are German and Canadian with NO Visa for China) Is there a fast track in any case? We wold travel in Business Class.
