About:240-Hour Visa-Free Transit

Can I travel on this policy if transiting in Shanghai en route to Hong Kong?

I plan to leave from NY and transit in Shanghai for 3 days before going to Hong Kong. I then plan to travel back directly from Hong Kong to NY. Would this be acceptable under the policy?
