About:144-Hour Visa-Free Transit

cruise ship travel, can they use the 144 hour visa free transit?

My parents are on a 21 day cruise of the far east, apart from the stop at Hong Kong, their only other stop in china is at Shangai where they will disembark the cruise ship and stay in shangai for approx. 30hrs and then board a plane to return back to the uk. Are they eligible for the 144hr waiver?
