I intend to arrive at T3 from an international flight. Will I be allowed to use the shower facilities and/or eat at any eateries after stepping off the plane?

Yes, you can do these things. You can take a shower and have a rest at the Hourly Lounge to the west of Public Area, Arrival Hall, T3-C. You may dial at 86-010-64558577 to reserve a room at most 24h in advance. For dining, you can find many eateries at the West or East Food Island, Public Area, 5F, T3. :)
