visa free transit in Shanghai for 13 hours layover

I'm traveling from Hiroshima Japan to Hong Kong with a layover at Shanghai for 13 hours. Can I apply for the free transit and visit the city of Shanghai? Do I obtain the free transit permit when I go through immigration and customs upon arrival at Shanghai? thank you.

You can use the free transit, but you may be required to apply for a temporary stay permit at the immigration inspection office upon arrival and it is free of charge. After that, you can leave the airport and visit the city.
