Visa on arrival in Haikou for citizen of Poland and Finland is it available?

Is it possible to get visa on arrival for 10 days, 3 persons ( family) , two are citizens of Finland, one is citizen of Poland. We would fly from Finland via Hong Kong to Hainan for holidays. Thank you for answer
