regarding visa, what should I do??

Good day to you!
I need your kind help i`m in Saudi Arabia i want to visit china urgently. and also i visited last year from Saudi Arabia.PRC embassy issue entry permit to me last year but now they said that the new rules of regulation you should make an invitation letter from shanghai government i contact with my friends in china they say it`s took more time. somebody suggest me to go to Pakistan and then apply from Pakistan what`s your idea what should i do in this case.
