Stopping over from South Korea to the United States

Hi I'm a USA Passport holder and I'm going to be traveling from Seoul - Beijing - Houston we have a very long layover (19.5 hours) would the 72 hours free transit work for us? We dont want to be stuck at the airport for that long and want to go look around.
