Doug, whether you need it depends on how you arrange your tour. If you arrive from country A to Shanghai and the leave for country B, then you can enjoy the 144-hour free transit in Shanghai. In this case, the entry permit is not required.

So if I fly AKL-PVG direct and return the same way I have to get the entry permit but if I fly home via HongKong I save $140?

Dear, yes, if you fly like this: AKL-PVG-HKG-AKL, you can use the 144 hour free transit and you can save the entry permit application fee.
