Can v travel by soft sleeper train from kunming to shangrila, Lijiang and what's the cost?

There is no rail service in shangrila, only bus and flight. There is rail connection between Kunming and Lijiang, the soft sleeper would be CNY226 per person. If you go for shangrila, you may think about other buses from Kunming or Lijiang or flight instead.2
