What is the lowest cost postal service from China (Guangzhou) to Canada

The package of used personal belongings would be a 20 kg suitcase. Also, what will the transit time be?

For low cost postal service, you should turn to china post air mail, and the transit time is about 7-14 days.

CN post air mail is the low cost postal service, and the transis time is about 10 days. But general cargo weight limit 2KG, so a 20 kg suitcase is limited. I suggest you ship it by sea, about 30 days, and much cheaper.
