About:Marriage Registration in China

Does a Chinese widow have to provide a Death Certificate before marrying a US citizen?

My father wants to marry a lady in China whose husband passed away. Does the Chinese lady have to provide proof that she is free to marry by providing a Death Certificate or other documentation? How can my father be assured that she is not still married?
