About:How to Travel to China without a Visa

Arriving Shanghai via cruise ship 21 March, departing 22 March, docked for 28 hours, is visa needed?

Cruise line offers shore excursions in Shanghai, but they all state that "An entry permit is required to enter China; guests must obtain the entry permit before leaving home through a n entry permit service provider or local embassy." Is this true?

Trish, since the 144 hour free transit policy has carried out, in principle, you don’t need an entry permit to transit in Shanghai. You can print out the relevant information about 144 hour policy and show it to the cruise company. But if they insist that you need an entry permit, I’m afraid you should apply for one beforehand in case that you cannot board the cruise.
