can i book soft sleeper on line 3 weeks ahead of travel shanghai to xian? is there a return fare?

As far as I know, they could be booked 60 days ahead of departure date. I'm not sure whether there are tickets available then. My suggestion is to book earlier so that you could have a seat. There is only one way price, you need to book 2 trips instead if you are looking for round trip.0
