Richard, if your layover time in Shanghai is less than 144 hours, you may not need to apply for an entry permit. But just in case, you’d better confirm that with the cruise company.

We arrive in Shanghai via cruise ship and then transfer to airport for connecting flight to UK. We definitely don't need a tourist visa as this is the only stop in China and we're there for less than 12hrs. New legislation came into effect in January 2016 giving 144hr in transit period for Shanghai covering cruise terminals and airports. However, having massive problems getting our cruise company to acknowledge this!
