What is the best way to buy tickets for the fast train Meilan Airport to Sanya?

You can just buy the tickets at Meilan High Speed Rail Station near the airport. There are two main exits and entrances. One is located beside Gate B of the Departures Hall on the second Floor. The other is located Outside Gate B of the Arrivals Hall on the first floor. You can find ticket service counters there.
