About:Shanghai Pudong Airport

Is there any bus service from Pudong Airport to Nantong city?

If yes, what are the departure times and fares? If not, what's the best low cost way to go from there to Nantong and how much would I spend?

Yes, there are several direct long-distance buses at the airport. The schedules are 9:30, 11:10, 12:40, 14:10, 16:40, 17:45, 19:20 and 20:50. It takes around 3 hours on the way. The ticket fare is CNY 90 per person.
