do i qualify for the 3 day visa?

I plan to fly from the usa to manila to beijing back to manila then to the usa...

No you do not qualify. Make sure you obtain an entry permit in USA. If you have it you should have no problem traveling.

I'm stuck here in Manila buying an extra ticket for detour route to get in China because I do not have an entry permit.
