Shahid, usually, individual tourist with Pakistani passport to PRC cannot apply the entry permit by themselves. But I don’t know if you can get a tourist L type to PRC in Dubai. You should contact with the consulate general of PRC in Dubai to confirm that and know about relevant information. Tel: 00971-4-39447330
