What is the best way to get from the Ibis Harbin Shangzhi hotel to the Taiping Airport?

You may walk south along Zhaolin Street for about 600 yards, and turn right. Then, walk west for about 500 yards to the south end of Central Avenue. After that, you can take airport shuttle bus line 3 to the airport. :)
