You can apply for it at the embassy of PRC in Cameroon or post your application to HK immigration department directly to apply for it.
If the embassy deals with your application by itself, it usually takes 4 working days. However, it's possible that your application may be transferred to HK; if your application is processed by HK immigration department, 4 - 6 weeks are needed.1
