About:China Transit Visa

is transit visa required (technically I will leave transit area of the airport, I guess)?

Belarusian citizen traveling from NY to Japan, less than 24 hour layover in Shanghai, want to leave the airport to visit the city.

Nope, transit type isn't required. However, you need to apply for the stay permit at the immigration. It's just a stamp on your passport and you can get it for free.
