Qualify for Direct Transit, less than 24 hours?

Hi,

Try to google but find conflicting comments, as people may interpret "do not leave the specified transit area" differently. Appreciate if you could advise me.

I am a Malaysia Passport Holder, who not qualify for 72hr visa free transit.
My itinerary:
10/4/15; 14:30 Tokyo Haneda to Shanghai Hongqiao 16:30
Layover 7 hour 20min
Need to leave the hongqiao airport transit area with all my luggage and check in again at Pudong airport
10/4/15 23:50 Shanghai Pudong to Singapore

Am I qualify for the Entry Permit Exemption under Direct Transit within 24 hours.

Thanks!

Grace, you qualify for the 24 hour direct transit and you can leave the airport, but you need to apply for a temporary stay permit at the airport and it’s free of charge.
