About:Beijing Capital Airport T3

Is 8 hours enough time to make a visit to the city centre from airport?

I will arrive at Beijing at 12pm, and get a flight to Manilla at 8pm.
If not, is there a smoking area in the airport?

Yes, the time is enough. Upon landing, you may take Airport Express line to Dongzhimen Station, and then take a taxi to Tian'anmen Square for about CNY 30. During the layover, you may see Tian'anmen Square, and Wangfujing Pedestrian Street. Afterwards, take a taxi back to the PEK for about CNY 120. You are advised to be at airport 2 hours before flight departure.

It is not allowed to smoke inside the terminal. But you can go outside to smoke

Well, after arriving at Dongzhimen Station, you may take metro line 2 to Jianguomen Station, and then transfer to line 1 to Tian'anmen East Station, Exit A. For the return trip, you can also take the same metro lines. But you are advised to take a taxi for the return trip in case that you miss the flight.
