Hello. My mother will be traveling to San Francisco on Dec 30th. However, she has a 4 hours layover in Shanghai (Pudong). She is traveling with China Eastern Airlines and she will have her tickets showing that she is on her way to San Francisco.

Mario, she doesn't need to get any special permit if she has no intention to leave the airport. If she wants to leave the airport, she can apply for a temporary stay permit at the airport immigration counter.
