Hi, I am a British citizen living and working in Taiwan. As Taiwan is classed as ROC there is no consulate there, how can I apply for a Chinese tourist visa?

Dear, after preparing all the required documents, you can submit your application to the Office of the Commissioner of the Ministry of Foreign Affairs of PRC in HK SAR or in Macau SAR to apply for it.
Or you can find an agency to apply for you.
